TOWN OF EDGECOMB SCHMID ADVISORY COMMITTEE MINUTES

March 19, 2008, Town Hall

  1. Call to Order

    Chairman Bob Leone called the meeting to order at 7:10 p.m. Board members present were Bob Leone, Chris Riser and Deborah Sondergaard, not constituting a quorum. Jo Cameron and Jim Beam arrived while the meeting was in progress. Also present were Janet Blevins and Barry Hathorne. There was no public input.

  2. Chairman’s Report - Bob Leone
    1. Review of Meeting Minutes:
      The minutes were corrected to add Chris Riser to the list of Woodcock Committee members and to change the date of the next meeting to March 19, 2008.
    2. Next meeting:
      April 23, 2008 (Note: This is the fourth Wednesday of the month)
    3. 2008 Budget:
      Bob Leone reported he had met with the Budget Committee and submitted the $1400 budget request.
  3. Selectman’s Report - Jo Cameron
    1. May Town Meeting:
      Bob Leone will speak at the Annual Town Meeting and Julie Lamy may speak regarding the Lallis/Church property exchange.
  4. Land Acquisition, Boundaries and Roads - David Tonry
    1. Church/Lallis update:
      Bob Leone reported that 90 people had signed the petition to put the exchange of the Lallis and Church properties on the Annual Town Meeting warrant; however, it was discovered that there are State liens totaling $86,000 on the Lallis property. Bob Leone will speak to Tim Glidden, Land for Maine's Future staff person, and Mark DesMeules with regard to assistance in getting the State liens lifted. Bob Leone will determine whether a letter from the Selectmen will be necessary and will contact Jo Cameron regarding the wording of the warrant.
    2. Old County Road Access:
      Bob Leone reported on the poor condition of the road and will try to get cones and a sign to warn against traveling on the road.
    3. Town Report:
      Bob Leone distributed his report for Edgecomb's Annual Report.
  5. Public Relations and Stewardship - Andy Abello and Deb Sondergaard
    1. Woodcock Management Committee:
      The committee has not yet met. Andy and Chris are co-chairman. Bob Leone said that cutting to prepare the woodcock habitat would probably not start until next winter.
    2. Annual Newsletter:
      The newsletter has been sent out. Bob Leone recommended that Deb Sondergaard coordinate editing the next newsletter after having input from the whole board.
    3. Signage:
      Bob Leone will give the lettering style for the Middle Road sign to Joe McSwain so that he can begin work on it. The metal River~Link markers will be put up as soon as the trail is finished. The River~Link trail will be added to the map in the brochure.
  6. Trails - Jim Beam
    1. River~Link Summer Hike - August 21
    2. Spring Worktrips:
      Worktrips will be scheduled as soon as the snow melts, but probably not before the April 23rd meeting. Work on the Middle Road field will be the first scheduled.
  7. Other Business

    Jo Cameron reported that the state liens on the Lallis property were renewed for ten years in 2004 and 2006. The liens total $87,000. Because the petition, which was circulated asking for approval of the exchange of the Lallis property for the Church property, contained a date which would not be possible to meet, a second warrant article has been drafted which will ask for the voters' approval for the exchange to be made when the liens are lifted. The Selectmen and Budget Committee will recommend voting against the first warrant article resulting from the petition and for the second warrant article. Chris Riser suggested that the State might not be willing to lift the liens if some of the land is being reserved for development

    Bob Leone reported he had led a group of third grade students, parents, and Linda Hanson of the primary school on a snowshoe hike of the preserve over the past weekend.

    On Thursday, May 27, the Historical Society will meet at 2 p.m. at the school with Peter Larson and Karen Wilson of the Bigelow Labs who are considering restocking the original oyster habitat in the Marsh River. They are interested in talking with anyone who has memory of an oyster industry occurring before 1934 when the dam was built.

    There will be a wine- and cheese-tasting fundraiser for the Fort Edgecomb Bicentennial on April 17 from 4 to 9 p.m. at Bintliff's restaurant. A silent auction will be held and contributions of items for the auction will be appreciated.
