TOWN OF EDGECOMB SCHMID ADVISORY COMMITTEE MINUTES

September 19, 2007, Town Hall

  1. Call to Order

    Chairman Bob Leone called the meeting to order at 7:05 p.m. Board members present were Andy Abello, Jim Beam, Bob Leone, Chris Riser and Deborah Sondergaard. Jo Cameron and David Tonry were absent. Also present were Katharine Braid, Faith Coakley, Barry Hathorne and Betty Twarog. There was no public input.

  2. Chairman’s Report - Bob Leone
    1. Review of Meeting Minutes:
      There were no additions or corrections.
    2. Next meeting:
      October 17, 2007
    3. Summer work review:
      The bylaws and management plan will be on the agenda for the next meeting. A new Schmid sign has been installed at the intersection of Old County Road, Mt. Hunger Road East and Mt. Hunger Road North. Joe McSwain has promised to make a sign for the Middle Road field with wood to be donated by Eric Graves. Bob will be working on a section of the comp plan.
    4. Advisory Board composition:
      Andy Abello and Chris Riser will continue as board members.
  3. Selectman’s Report - Jo Cameron
    1. Schmid budget:
      Jo Cameron reported on the budget as of August 30, 2007 via email: $1250 had been appropriated, $316.31 had been spent, leaving a balance of $933.69. Bob will confirm that the $300+ remaining from the previous year was carried over into this year's budget.
    2. BBRLT Lease:
      The BBRLT trails revocable license has been signed by all Selectmen and returned for BBRLT signatures. When the Edgecomb copy comes back, Jo will send the board a copy for its records.
    3. Lallis lien update:
      Jo reported that federal liens have a 10-year time limit. The federal lien on Lallis was imposed Nov. 17, 1997. If the lien is not renewed, the lien will be lifted by November 18, 2007. David Ferguson of Ferguson and Johnson in Springvale is verifying this information and will check to see if the IRS has renewed the lien.
  4. Land Acquisition, Boundaries and Roads - David Tonry
    1. October River~Link meeting:
      The meeting will be held at the DRA on October 11 at 9 a.m. On the agenda will be a review of the status of all River~Link parcels, review of the map situation, update on trail work in various sectors, review of tentative plans regarding Governor and Commissioner visit on October 22, 2007, and discussion of Glidden Ledge to Schmid Preserve connector possibility. The visit will include a press conference, ribbon cutting ceremony for link of Dodge Point with Schmid Preserve, unveiling of River~Link signage and words from town officials.
    2. Boundary Maintenance:
      No report.
  5. Public Relations and Stewardship - Andy Abello and Deb Sondergaard
    1. ATV use in the Preserve:
      Bob Leone reported that there was evidence of ATV use for a few weeks early in the summer.
    2. Dan McAuley follow-up:
      Andy Abello said Dan McAuley would visit the preserve in October to look for possible woodcock habitat locations.
    3. Mowing:
      Barry Hathorne was asked to mow both fields this year, and he has started on the Middle Road field. The charge for mowing has increased and Bob Leone said he hoped to have both fields mowed for $700.
  6. Trails - Jim Beam
    1. Summary of summer trail work:
      Bob Leone reported on the mowing and maintenance which was done on June 23. Deborah Sondergaard said that weed whacking was done on the north end.
    2. Trail layout of River~Link through the Preserve:
      Bob Leone illustrated his proposed new trail for the River~Link trail which may use short sections of present trails. The new trail would start at the Church property and use existing roads in the preserve. Chris Riser suggested asking students to help on the new trail as part of their community service projects. Bob Leone said a kiosk would be built at the Church property and in the future perhaps one on the Firebreak Trail.
  7. Other Business

    Bob Leone said he had replaced the vandalized plexiglass at the kiosk. Andy Abello recommended placing a sign-in book at the kiosks and Bob Leone will provide some means whereby visitors can register. Faith Coakley suggested that a place for sightings could also be included in the sign-in book.

    Because the third Wednesday in November falls on the day before Thanksgiving, the Board will meet on the second Wednesday, November 14.

  8. Public Input and Comment

    Katharine Braid questioned the frequent use of the Bob Brown parking lot by a white van whose occupants do not get out of the van. Bob Leone said he would ask a Sheriff's deputy to check on the parking lot between 4 and 7 p.m.
