- Call to Order
Bob Leone, Chairman, called the meeting to order at 7:05 p.m. Board members present were Andy
Abello, Jo Cameron, Bob Leone, Chris Riser and David Tonry. Also present were Janet Blevins,
Katharine Braid, Faith Coakley, Barry Hathorne, John Markowski and Betty Twarog. There was no
public input.
- Chairman’s Report - Bob Leone
- Review of Meeting Minutes:
Two amendments were made. Item 5a, last word
in the second line was changed from "will" to "may." Item 5c, the word "exact" was
deleted in the last sentence. With regard to Item 8, Chris Riser said he would see
if anyone at the Wiscasset school would be interested in routing the sign.
- Next meeting:
April 18, 2007
- Selectman’s Report - Jo Cameron
- Meeting with Selectmen:
Bob Leone met with the Selectmen regarding
endowment planning. He also informed them the Board is in favor of the swap of
the Church property for the Lallis property and is still waiting to hear from the
Portland attorney regarding the IRS situation.
- Town Report:
Bob Leone reported that he will have his report ready for
the March 31st deadline and will include paragraphs on River~Link and the Haselton
purchase. Jo Cameron said that the Town Report would also include a paragraph from
the SVCA and DRA on projects involving Edgecomb.
- Rural Road Initiative Grant:
Jo Cameron reported that the State is
planning a major rebuild of McKay Road (on which the Church and Lallis properties are
located) at a cost of $250,000 to be funded two-thirds by the State and one-third by
the Town. However, there is legislation proposed which would require the MDOT to put
state-aid roads in good condition before turning them over to towns. If this were to
pass, the maintenance of the formerly state-aid roads would put a strain on Edgecomb's
road budget. Selectman Perkins is contacting the MDOT in an attempt to question
having the McKay Road paved if it will be undergoing a major rebuild.
- Land Acquisition, Boundaries and Roads - David Tonry
- Church/Lallis Update:
Bob Leone had spoken with Rupert Neily, about
BBRLT board members and Schmid Board members doing a field investigation of the
survey markers on the Church property in late April.
- Preserve Access Signage:
Bob Leone said an 18" x 24" aluminum sign had
been installed on Mt. Hunger Road East indicating the location of the entrance and on
Old County Road indicating winter parking. Betty Twarog said the DRA's signs had been
routed by a volunteer and suggested contacting him. At some point Bob Leone said he
would like to put up a sign at the junction of Mt. Hunger Road East, Mt. Hunger Road
North and Old County Road with arrows indicating the three roads.
- River~Link Planning:
The River~Link trail will start at the Zak Preserve
and go through the Schmid Preserve to Dodge Point on either an existing or a new trail
which will be marked by the new trail markers. Mark DesMeules, Damariscotta River
Association, is considering a press event in the summer for the unveiling of the
trailhead sign and talks about the vision; a cookout for local citizens with trailhead
sign unveiling and possible hikes; or presentation of Sherman Lake ecology by Karen
Wilson. Bob Leone will reply in favor of Mark's ideas and add that the Board's focus
is building trails and linking to Dodge Point would be a logical press event.
- Public Relations and Stewardship - Andy Abello and Deb Sondergaard
- Mt. Hunger Road East:
A sign has been installed at the end of the Undas'
driveway indicating the entrance to the Schmid Preserve is approximately a quarter
mile ahead. It was the consensus of the Board that metal posts be installed keep
vehicles with oversize tires out and that an "Entering the Schmid Preserve" sign be
erected at the far side of the beaver dam. Bob Leone will check with Barry Johnston
on fire equipment access.
- March Moonlight Hike:
Andy Abello reported that the hike had taken
place on March 3rd but that the moon was obscured by clouds so the eclipse could
not be seen.
- Snowshoe Hike with Wiscasset Primary School:
On the following weekend,
Bob Leone took members of Linda Hanson's after-school exercise club and parents on a
2-1/2-mile snowshoe hike.
- Trails - Jim Beam
- April Worktrip to the Haggett Field:
A date will be set to clear Sumac
from the foundations.
- Birdhouses, Game Bird Restoration:
Andy Abello will contact Mary
Thompson, Natural Resource Conservation Service, for advice on improving the woodcock
habitat. He will also install another bluebird house in the field. The wood duck
houses at the beaver pond need to be cleaned, and Barry Hathorne said that streams
should be kept open to encourage the growth of alders, creating a favorable habitat
for wood ducks.
- Other Business
Andy Abello suggested putting a picnic table at the top of the hill on the Moose Trail, before
the Link Trail and after the Ridge Trail. Bob Leone will ask Barry Johnston about obtaining
another table.
- Public Input and Comment
In response to Betty Twarog's question, the hunting seasons for various birds were
discussed.
Katharine Braid said that Mary Thompson would be helping her with a nutrient management system
in April and suggested that because her property is next to the Schmid Preserve, Mary might want
to coordinate her visit with a meeting with a member or members of the Board.
- Adjourn
The meeting adjourned at 8:00 p.m.
