TOWN OF EDGECOMB SCHMID ADVISORY COMMITTEE MINUTES
October 20, 2004, Town Hall
- The meeting was called to order by Bob Leone, Chairman, at 7:00 p.m. Committee members present were Andy Abello,
Jim Beam, Jo Cameron, Bob Leone, Deborah Sondergaard and David Tonry. Also present were Janet Blevins, Katharine
Braid, Bruce Cameron, Faith Coakley, Barry Hathorne, John Markowski and Betty Twarog.
- Chairman’s Report - Bob Leone
- Review of Meeting Minutes: Under 4.b, the last line should be corrected to read “with possibly a parking area and trail
access.” Under 5.a, the second sentence should read, “It has a map, brochure boxes...”
- Next meeting: November 17, 2004
- River~Link, LFMF: Bob Leone met with the Selectmen two weeks ago, a report of which in the newspaper
erroneously indicated that the Schmid Preserve had received $650,000 for River~Link. That figure is the total amount
of money received by Damariscotta River Association, Sheepscot Valley Conservation Association, Boothbay
Regional Land Trust, and the Schmid Preserve. A portion of that money, $31,796, has been obligated to the Haselton
purchase.
- New board member: A candidate, Steve Peters, had shown interest and had been invited to the meeting. He was
unable to attend but will be contacted again by the chairman.
- Selectman’s Report - Jo Cameron
- Insurance coverage: Jo Cameron reported that the cost of the liability insurance coverage on the committee and
volunteers will be on the warrant for the next Selectmen’s meeting. The cost will come out of the General Fund. This
coverage will be available only after any personal insurance coverage has been paid.
- Unda Property: The selectman said that she, and Selectman Frank Perkins had inspected the Unda property
together with the Code Enforcement Officer to assure that the silt screening and removal of neighbors’ woodpiles were
being done.
- Land Acquisition, Boundaries and Roads - David Tonry
- Draft project agreement: Bob Leone said he had spoken with Kathy Eichenberg, liaison with the Department of
Conservation, who is working on the agreement and will move it on to the attorney, Surran Pyne, who has handled the
Sheepscot Valley Conservation Association agreement. If all approvals are received Ms. Pyne will work with the Town
attorney to record it in the Registry of Deeds, at which point the money can be disbursed.
- Church property: The appraisal of this property has been received and Dawn Kidd will be negotiating with the owners
for the purchase of the property. Bob Leone had recommended to the Selectmen that the Committee manage the
Church property as part of the Schmid Preserve and the committee and Selectmen concurred.
- Lallis property: Bob Leone said he had walked the Lallis property with some people from the Boothbay Land Trust. If
it were possible to acquire the property, 600 feet of road frontage could be sold off to recoup some of the cost. There
was no objection from the Selectmen to delaying any action on the possible acquisition of this property.
- Unda and Bertin ROW agreements: Chris Bertin purchased land from Old County Road to the preserve gates from
Mr. Plummer. The Selectmen have entered into an agreement with him regarding his maintenance of the road with a
right-of-way to the Town. A similar agreement has been signed with the Undas on Mt. Hunger Road East. Jo
Cameron said a speaker will be attending the Historical Society’s next meeting on October 28th to talk about historic
properties, foundations, White’s cabin, etc. and this might be of interest to those concerned with the historical
properties in the area of the Undas’ property, although the Undas’ maintenance of the road will probably not extend
that far.
- Hanke Property Listing: This property of 93 acres extending from River Road to the preserve has been listed for sale
by Newcastle Square Realty. It was suggested that the real estate agent be advised of the location of the property
line separating the preserve from the Hanke property.
- Public Relations and Stewardship - Andy Abello and Deb Sondergaard
- Haselton grant: Amanda Russell has volunteered to write a grant for the remainder of the money needed to pay off the
loan for the Haselton property purchase.
- Sign Review: The parking lot sign at Middle Road has been completed. Bob Leone reviewed the signs still needed to
be replaced or erected. “No ATV” signs have been put up at eight locations and these will be checked for damage.
There is signage on the new kiosk at Old County Road.
- Mowing: Barry Hathorne will begin mowing shortly and he will notify the committee if he needs help clearing.
- Volunteer list: Deb Sondergaard said as a result of her mailings, several people had volunteered and she had received
a $10 donation.
- Trails - Jim Beam
- Pruning workshop: Bob Leone said he had had two requests for a pruning workshop and Barry Hathorne said he
would try to schedule one in November or December.
- Bridge Construction: Bob Leone suggested Sunday, December 7th, at 9:00 a.m. to begin the preliminary work on
the bridge.
- Trail layout - possible dates: November 21st is a tentative date for trail layout day, doing some flagging on the
southern end of the preserve.
- Other Business
Bruce Cameron posts on the Edgecomb Website minutes from the Edgecomb Planning Board, Board of Selectmen and
Schmid Committee meetings. He asked whether he could put the Schmid minutes in the same format as the Planning
Board minutes, i.e. removing No. 1 from the Call to Order, and beginning the numbering with the Chairman’s Report. He
also asked to change the format of all the previous minutes. Bob Leone said he will contact the secretary on this
matter.
Jo Cameron suggested that a letter of correction be sent to the Wiscasset Newspaper regarding the misstatement in
Charlotte Boynton’s article regarding the money the Schmid Preserve received.
