TOWN OF EDGECOMB SCHMID ADVISORY COMMITTEE MINUTES

December 17, 2003, Town Hall

  1. The meeting was called to order by Bob Leone, Chairman, at 7:00 p.m. Committee members present were Jim Beam, Jo Cameron, Bob Leone, Dick Oulton and Deborah Sondergaard. Also present were Betty Twarog and Janet Blevins. There was no public input at this time.
  2. Chairman’s Report - Bob Leone
    1. Review of Meeting Minutes. A clarification was made in the minutes of the previous meeting to show that there was no public input at the beginning of the meeting.
    2. Next meeting: January 21, 2004
    3. RiverLink, LFMF:

      Bob Leone reported that the Phase II RiverLink request for $800,000 has been submitted to Land for Maine’s Future and a map showing the parcels included in Phase II was available. He will recommend that owners of all parcels which are included in this phase or may be included in later phases be contacted by RiverLink to keep them apprised of the latest developments.

      He also reported that a State partner, either the Department of Conservation or IF&W, would be necessary before ownership of the Haselton parcel could be transferred. SVCA and DRA will write a boilerplate agreement which can be used for this purpose.

      David Tonry will construct a spreadsheet showing information such as acreage, assessed value, etc. on parcels around the Schmid Preserve.

  3. Selectman’s Report - Jo Cameron

    Jo Cameron reported that the audit is correct and there is $36,000 left for the Haselton purchase. She also said that Wayne Ripley had expressed an interest in helping with the preserve’s signs.

  4. Land Acquisition, Boundaries and Roads - David Tonry
    1. Old County Road Gate: Bob Leone reported that the gate on Old County Road had been closed and locked. The other gate needs to be repaired, as the weld is loose.
    2. Snow plowing of the Bob Brown Parking Lot: According to Selectman Rodd Hopper, Bathgate and Sons, the firm which now plows the old school parking lot, will plow the Bob Brown parking lot as part of their contract in place of plowing the school parking lot after transfer of ownership of the school takes place in January.
  5. Public Relations and Stewardship - Andy Abello and Deb Sondergaard
    1. Mowing status: Bob Leone reported that Barry Hathorne had not been able to finish mowing of the Middle Road field because of a broken shaft on his tractor. Completion of the mowing will be done next fall and Bob Leone will work out how compensation and the grant for mowing will be handled.
    2. Sign Sample #2: Bob Leone showed a drawing of the proposed sign for the Bob Brown Parking Lot which was approved by the members present.
    3. Review of Five Year Management Implementation Plan: The plan was reviewed and it was noted that an endowment had not been built up; a five-year plan for marking boundaries will be drawn up by David Tonry; a sign inventory had been completed and signs and a kiosk will be put up in the spring; no road restoration had been done; fire road maintenance had been done and the Boy Scouts had covered some of the wells. An updated map of the trails had been made, the parking lot has held up well and trail maintenance days have been scheduled. Half of the fields have been mowed, no wildlife plantings have been done, the apple tree pruning workshop had been held and it was suggested that duck or bluebird houses could be a scout project. The biannual forest health inspection had not been done but if there are funds available, Andy Abello will be asked to look into having someone do the inspection or investigate whether the State provides this service. Press releases, the annual report and the newsletters have been written. A late spring issue of the newsletter with map is planned.

      Betty Twarog suggested that Andy Abello contact Barbara Brusila to find out whether the State would do a forest health inspection.

      Bob Leone said he would devise a visitor register so that the committee could keep track of how many people visited the preserve. He will ask for volunteers to come up with a donation box and will also contact Bill Smith regarding the possibility of students building another kiosk.

  6. Trails - Jim Beam and Dick Oulton
    1. Winter trail pruning on snowshoes: Bob Leone recommended scheduling a snowshoeing workday to prune branches, possibly in the north end of the preserve, on January 25th from 9 a.m. to noon.
  7. Other Business

  8. Public Input and Comment

    Betty Twarog said she has plans for duck and bluebird houses, that Joe Gray in Jefferson could give instruction in building them, and Mrs. Boogusch could be contacted at 677-3300 regarding scout involvement in the project.
