TOWN OF EDGECOMB SCHMID ADVISORY COMMITTEE MINUTES
January 16, 2008, Town Hall
- Call to Order
Chairman Bob Leone called the meeting to order at 7:13 p.m. Board members present were Jo Cameron, Bob Leone and Chris
Riser. A quorum was not present. Others present were Janet Blevins, Katharine Braid, Faith Coakley, Barry Hathorne,
John Markowski and Michael Woodruff. There was no public input.

- Review of Meeting Minutes:
There were no corrections or additions.
- Next meeting:

- Bylaws discussion: Postponed.
- Selectman’s Report - Jo Cameron
- 2008 Budget:
The balance as of the end of the period July 1 through December 31 is ($41.87).
A check from the Department of Agriculture in the amount of $112.50 is expected and there is a $350 carryover
from the previous year. Bob Leone expects to present a budget of $1250, the same as the present year, at the Town
Meeting in May.
- Land Acquisition, Boundaries and Roads - David Tonry
- Church/Lallis update:
According to Attorney David Ferguson, the federal liens on the Lallis
property have expired and were not renewed by the IRS. Town liens have expired and Jo Cameron will check whether
the State has a lien on the property. A Selectmen has recommended breaking up the Lallis property and selling
lots rather than exchanging it for the Church property, which had been previously agreed to by the Selectmen and
the Boothbay Regional Land Trust. The BRLT purchased the Church property with the understanding that it would be
exchanged for the Lallis property. Bob Leone will attend the Selectmen's January 28 meeting where this subject
will be discussed.
- Snowplowing and winter access:
The Bob Brown parking lot has not been plowed and Bob Leone will
contact Scott Griffin regarding this, as it has been part of the contract for plowing town properties. Chris
Bertin has been keeping the Old County Road area plowed.
- Public Relations and Stewardship - Andy Abello and Deb Sondergaard
- Dan McAuley site visit:
An associate of Dan McAuley visited the preserve in November and was
pleased with the site. He recommended three or four areas three to five acres in size where cuts could be made
to provide feeding, mating and nesting habitat for woodcock and other game birds. The areas would be in a section
of the preserve which is not heavily traveled and where no future trails are planned. Bob Leone recommended that
an ad hoc committee be formed to work on this project and suggested Andy Abello, Jim Beam, Mark Warren and possibly
Barry Hathorne as members. The State is interested in using the Schmid as a demonstration plot, as there is
currently no other similar program in this part of the state.
- Annual Newsletter:
No report.
- Trails - Jim Beam
- River~Link Trail Work:
Work was done on this trail on December 2nd.
- Moonlight Hike/Snowshoe - January 22:
This hike will be cancelled if the weather is too cold.
Other possibilities are February 18 or 19, although Bob Leone will not be available to lead that hike. March is
also a possibility
- Other Business
Bob Leone reported that the Selectmen, following the Board's recommendation, had denied a landowner adjacent to the
Schmid Preserve permission to skid logs across the preserve.
- Public Input and Comment
In response to Katharine Braid's question regarding the procedure for amending the bylaws, Bob Leone said that the
Schmid Committee makes recommendations for the Selectmen's approval. The bylaws currently limit membership on the
committee to three three-year terms. The advisability of amending the bylaws was discussed. Limiting the members
to three terms avoids the committee becoming an "old boys club," but it also limits the number of years that valuable
members can serve. The bylaws will be discussed at the next meeting when more members are present.
