TOWN OF EDGECOMB SCHMID ADVISORY COMMITTEE MINUTES

April 12, 2006, Town Hall

  1. The meeting was called to order by Chairman Bob Leone. Committee members present were Bob Leone, Chris Riser, Deb Sondergaard and David Tonry. Andy Abello, Jim Beam and Jo Cameron were absent. Also present were Janet Blevins, Katharine Braid, Faith Coakley, John Markowski and Betty Twarog. There was no public input
  2. Chairman’s Report - Bob Leone
    1. Review of Meeting Minutes: There were no corrections or additions to the minutes.
    2. Next meeting: May 17, 2004
  3. Selectman’s Report - Jo Cameron
    1. Town Report: Bob Leone distributed the Schmid Committee's report which will be in the Town Report. A press release by Boothbay Regional Land Trust describing the Church and Lallis exchange will be added to the Committee's Report
    2. Town Meeting - May 20: Bob Leone will attend and speak for the committee.
  4. Land Acquisition, Boundaries and Roads - David Tonry
    1. Church/Lallis property update: Bob Leone said the site walk of the Church property had been cancelled. According to Rupert Neily, the transaction for the exchange of properties is going slower than expected. There will be three warrant articles at Town Meeting which will allow the exchange. The tax lien situation is still being worked on. The house on the Church property will be used in a fire training exercise if the Committee has no use for it. David Tonry asked whether there would be a refund of back taxes owed to the Town. Bob Leone said the amount was small and it would not be refunded. With regard to the federal taxes owed, Bob Leone said that if the property is sold, back taxes would be due; however, if the property is used as Town land, the taxes would be forgiven.
    2. Haselton Fund-raising: Bob Leone reported that a donor had been found for the $2,450 in matching funds. The Committee will be developing a list of private donors who might participate in fund-raising. Each member will be asked to suggest four donors of $100 each in order to raise sufficient funds to obtain the $2,450 in matching funds. The chairman will call each member next week for their list. Donations will be tax-deductible. Deborah Sondergaard and Bob Leone will draft a solicitation letter within the next week
  5. Public Relations and Stewardship - Andy Abello and Deb Sondergaard
    1. Annual Newsletter: Bob Leone will check with Andy Abello on the status of the newsletter which will be sent out in May or June.
    2. National Trails Day - Saturday, June 3: A guided hike was scheduled from 9 to noon and will be advertised in the paper. Outing clubs from Wiscasset and Boothbay high schools will be invited.
    3. Other Business

      Deborah Sondergaard suggested posting flyers at the schools asking for volunteers to do four hours of boundary maintenance in the preserve which could be counted as part of their required community service. She will contact the principal or guidance counselor.

      Deborah also received an email from the Stewards asking what work needed to be done. Trail upkeep, boundary maintenance and working on drainage on the roads were suggested.

    4. Public Input and Comment

      Katharine Braid said she would appreciate anything that could be done to make the bridge horse- friendly. She also said that Bill Snow of Nobleboro, father of two of her riding students, had volunteered to help work on the bridge. Bob Leone said the plan was to work on the approach and to erect a railing on one side of the bridge. Katharine said the Jefferson Pony Club had also offered to help at the preserve and perhaps could pick up trash.
