TOWN OF EDGECOMB SCHMID ADVISORY COMMITTEE MINUTES
October 19, 2005, Town Hall
- The meeting was called to order by the Chairman at 7 p.m. Committee members present were
Andy Abello, Bob Leone, Chris Riser, Deborah Sondergaard and David Tonry. Also present were
Janet Blevins, Katharine Braid, Barry Johnston, Ken and Peg Schuler and Betty Twarog.
- Chairman’s Report - Bob Leone
- Review of Meeting Minutes: The first sentence under 3a was changed to read, "Jo Cameron
reported that $250 had been carried over from last year's budget and $1,000 was
appropriated at Town Meeting." Under 4b the amount owed was changed to $4900.

- None.
- Land Acquisition, Boundaries and Roads - David Tonry
- Church/Lallis property update: Bob Leone attended a meeting on September 28 and reported that it appears an agreement on the value will soon be reached and a purchase
and sale agreement on the Church property could be signed by the next meeting. The
Lallis property is owned by the Town and there are mechanics', state and federal liens
against it. If the Boothbay Regional Land Trust buys the Church property with Land for
Maine's Future funds, there would be the possibility of trading the Lallis property for
the Church property so the committee could manage this abutting property to McKay Road.
- River~Link Update: The Damariscotta River Association has verbal permission from Mary Ann Louderback to put a trail on her property and has purchased an easement on the Thompson property.
- Review and discussion of Preserve roads: Barry Johnston said there were pros and cons to improvement of the roads in the Preserve. Improvement of the roads will allow the Fire Department vehicles into the Preserve but will also give access to campers, a cause of forest fires, and to people who want to dump unwanted freezers and refrigerators or tires in the preserve to avoid the cost of disposing of them legally. He recommended that the gates be kept closed. He also recommended cutting back the brush from the roads to create a fire break and also to allow the larger Fire Department vehicles access. He said accessibility to water was the main problem and he had in the past requested choppers from Bangor with a Bambi Bucket to drop 500 gallons of water at a time, and Wiscasset had assisted by using one of its vehicles to clear a path for Edgecomb's fire vehicles. There is no source of water on River Road and it would be necessary to set up a shuttle of tankers from Newcastle to feed Edgecomb's trucks in the event of a fire in that area. Barry recommended not allowing overnight camping in the Preserve to avoid the risk of fire.
Bob Leone said it was the intention of the committee to limit the maintenance of
roads to clearing brush at various times. The roads in the Preserve, although
town-owned, are abandoned and no improvement to the roads is allowed. The condition
of roads leading to the Preserve was discussed, but the responsibility for those
roads lies with the Selectmen. Access points were discussed. There is a gate at
Mt. Hunger Road North outside the Preserve and the road is inaccessible. There are
two gates and good access from Old County Road. In the past these gates have been
kept closed except during hunting season but because of the poor condition of the
roads it was decided to keep gates closed this year with a sign indicating hunting
was allowed but vehicles were not. Access on Mt Hunger Road East is not controlled
but there is a tree across the road preventing vehicles from entering. Both Chris
Bertin and the Undas have been maintaining sections of Town roads leading to the
Preserve which have been abandoned. Chris Bertin will be asked to move some rocks
to the side of the gate on Old County Road to prevent access by vehicles going
around the gate.
Barry Johnston said that if trails are wide enough for an ATV, he would be able to
reach and bring out of the Preserve an injured hiker or anyone needing medical
assistance. Most trails are 42 inches wide, which would accommodate an ATV,
although the Blue and White Trails may be too narrow.
- Public Relations and Stewardship - Andy Abello and Deb Sondergaard
- Apple Tree Pruning Workshop: Andy Abello said that brush from around five or six apple trees had been cleared and a big pine which blocked the light from an apple tree had been cut down. Bob Leone said that a pruning workshop led by Barry Hathorne was tentatively scheduled for November 20. Deborah Sondergaard will contact Barry and if the date is confirmed, Andy will put a press release in the paper.
- Haggett Field Well: Barry Hathorne had found a large well while mowing the Haggett Field. Bob Leone will mark it with stakes and flagging. Martha Speed will be contacted to see if a Boy Scout would be interested in covering it, as had been done in the past as an Eagle Scout project.
- Picnic Table: In response to Bob Leone's request for a donated picnic table, Barry Johnston said that a Wiscasset EMS was building them and Barry will contact him to see if he would possibly donate one.
- Winter Parking: Jo Cameron will ask if arrangements have been made to plow the Middle Road parking lot. Chris Bertin will be asked to push the snow banks back opposite his driveway to allow parking for two or three cars..
- Trails - Jim Beam
- Bridge Construction: Bob Leone recommended putting some logs on the bridge as kick boards to prevent sliding off the bridge. Katharine Braid asked about building up the path at both ends of the bridge to provide access for horses that will not make the step up to the bridge. Bob Leone said it could be built up with stone and gravel; however, that may not be done until next spring or summer.
- Trail Flagging: Bob Leone scheduled a work trip for November 6 to flag the old trail along the creek and find the old stone bridge. Committee members will meet at the Town Hall at 9 a.m. No other volunteers will be needed.
- Other Business
David Tonry reported that he had repainted the old boundary line in the southern part of
the Preserve, although he was not quite finished
There will be no meeting during December.
