TOWN OF EDGECOMB SCHMID ADVISORY COMMITTEE MINUTES
September 18, 2005, Town Hall
- The meeting was called to order by the Chairman at 7 p.m. Committee members present were Jim Beam, Jo Cameron, Bob Leone, Chris Riser, and Deborah Sondergaard. Also present were Janet Blevins, Katharine Braid, Faith Coakley, Barry Hathorne, John Markowski, Frank Perkins, Ken and Peg Schuler and Betty Twarog. Jo Cameron introduced Frank Perkins, Second Selectmen.
- Chairman’s Report - Bob Leone
- Review of Meeting Minutes: There were no corrections or additions. Jo Cameron said appointment forms will be available for David Tonry and Jim Beam whose terms are expiring.
- Next Meeting – October 19
- Selectman’s Report - Jo Cameron
- Budget Status – Jo Cameron reported that $250 had been carried over from last year's budget and $1,000 was appropriated at Town Meeting. As of August 31, the balance was $1236.
- Land Acquisition, Boundaries and Roads - David Tonry
- Church/Lallis property update: Frank Perkins said that a meeting on the Church property had been held in August and a second meeting will be held on September 27th. Some negotiations had taken place, but they were awaiting a lawyer's report. Regarding the Lallis property, a lien report is expected and Frank Perkins said he thought there were liens totaling over $200,000. Bob Leone will attend the meeting on September 27th.
- Haselton Grant Status: Bob Leone said $4900 is still owed to the Town on the Haselton property. He will contact Amanda Russell regarding grant applications to foundations that have been used in the past.
- River~Link Update: There have been no meetings since June. River~Link will be applying for funds from Land for Maine's Future's $10,000,000 bond
- Middle Road Parking Area: Bob Leone said there continues to be trash (beer cans and cigarette butts) left in the parking lot and cars have been seen parking there after dark. Deb Sondergaard will ask the Sheriff to patrol the lot.
- Public Relations and Stewardship - Andy Abello and Deb Sondergaard
- Old County Road Access: Bob Leone will ask Chris Bertin to block off the area beside the gate before hunting season to keep vehicles from entering the park.
- Haggett Field Mowing: Barry Hathorne has finished mowing and made the following suggestions: 1) The brush along the roads needs clearing so the road can act as a firebreak. 2) The crowns of the trees are growing together over the road, also preventing the road from acting as a
firebreak. He estimated it would probably take a couple hundred hours to
do the necessary work. 3) Funds for maintaining the preserve could be
raised from grants or bake sales. 4) The roads need maintenance and the
work could be done over time. 5) There is a well in the Haggett field
that needs to be covered. 6) The area around the apple tree needs to be
cleaned up.
In response to Ken Schuler's question, Bob Leone said Ken could mow to
the beaver dam but should not fill in the ruts in the road, as the road
has been discontinued by the Town and is not being maintained. The
Selectmen and the Fire Chief will be invited to the next meeting to
discuss the condition and maintenance of the roads and access for fire
trucks or emergency vehicles. The possibility of installing a pump in
the well on the Haggett field was discussed and it was decided that the
preserve could not be responsible for maintaining the pump or for the
quality of the water
- Trapping Request: Mike Brown has requested permission to trap in the preserve again this year. There was no objection and he will be advised by the Selectmen that permission has been granted.
- Trails - Jim Beam
- Bridge Construction: Bob Leone said that bridge has been planked over but there are no railings or skids on the sides.
- Apple Tree Restoration October 2: Deb will contact volunteers to meet at Town Hall and work from 9 am to 12 noon opening up the area around the apples trees in the Haggett field and on Mt. Hunger Road East to promote growth of the apple trees. Pruning will be done in late November or Marc
- Other Business
Jo Cameron said she has had a long-standing interest in creating an arboretum
in the preserve and she asked permission to research and locate someone to
identify, label and map the location of trees and other plants of interest.
Barry Hathorne suggested restoring plants which used to be native to the
preserve. He mentioned a state or federal program for training people to
identify wetlands by the plants growing there, and he will try to find out
more about the program. Chris Riser offered to write a seed grant and perhaps
work with the Eddy School on the project. Jo suggested putting the trail map
on the website. Betty Twarog referred Jo to the Management Plan for
information both on plants in the preserve and on obtaining grants.
Chris Riser suggested looking at the feasibility of windmills on Mt. Hunger to
generate income.
- Public Input and Comment
The location of several wells on the preserve was discussed as well as the
need to cover them. Regarding road maintenance, John Markowski asked if there
was a gravel pit on the reserve. Bob Leone said that he knew of one on the
property line between the preserve and Bill Smith's property but was not sure
how much gravel was there and suggested that it could be discussed at the next
meeting.
