TOWN OF EDGECOMB SCHMID ADVISORY COMMITTEE MINUTES

June 15, 2005, Town Hall

  1. The meeting was called to order by the Chairman at 7:10 p.m. Committee members present were Andy Abello, Jim Beam, Jo Cameron, Bob Leone, and Deborah Sondergaard. Also present were Janet Blevins and Katharine Braid.

  2. Chairman’s Report - Bob Leone
    1. Review of Meeting Minutes: There were no corrections or additions other than correcting the spelling of Lallis.
    2. Next meeting: September 21, 2005
    3. Summer hiatus: Minutes will be sent out this month rather than with the agenda in September.
  3. Selectman’s Report - Jo Cameron
    1. Town Meeting: Jo Cameron reported that the Committee's request for $1,000 had been approved in addition to any carryover.
    2. Volunteer Insurance: The cost of accident insurance for volunteers is $3.75 per person and Deb Sondergaard will send a current list of volunteers to Jo Cameron so that the coverage can be updated.
  4. Land Acquisition, Boundaries and Roads - David Tonry
    1. Draft project agreement: The final project agreement has been signed and the check for $31,796 representing the Land for Maine's Future grant to the Town to repay the Woods End fund has been received.
    2. Church/Lallis Property Update: Bob Leone reported that he had met with Jerry Bley, trail consultant and land use management specialist; two of the Selectmen; Chris Fichtel of Maine Coast Heritage Trust, liaison with River~Link; and representatives of the Boothbay Regional Land Trust regarding the possible land acquisition of the Church property. Jerry Bley is meeting with the attorney for the Church property regarding its price.

      Acquisition of the Lallis property is more complicated, as the plan is to cut off a strip of land for the development of one or two lots with road frontage. It will be necessary to obtain surveys of the land and a list of abutters. Another meeting is planned for June 30 at 9:30 a.m.

    3. Haselton grant status: Bob Leone reported that the Land for Maine's Future grant money had been received, leaving a balance of $4900.
    4. River~Link Update: A meeting will be held in July on an update of the project.
  5. Public Relations and Stewardship - Andy Abello and Deb Sondergaard
    1. Old County Road Access: Bob Leone will contact Chris Bertin about the possibility of moving rocks to block the access next to the gate where ATVs and 4-wheel trucks are entering and damaging the preserve. At least one "No ATVs" sign needs replacing. Mark Warren, Inland Fish and Wildlife, will be contacted to see what help he could provide to the preserve with this problem
    2. Haggett Field Mowing: Barry Hathorne will mow the Haggett field this year. Jo Cameron, planning for the 2008 bicentennial of Fort Edgecomb, asked how close the mowing is done so that the field could be used for activities. Although the mowing won't be done until August, Bob Leone said that perhaps a small area could be mowed for the festivities.
  6. Trails - Jim Beam
    1. Bridge Construction: A work trip to move the oak planks to the bridge site and to work on the decking of the bridge was scheduled for Monday, June 20th, at 5:00 p.m.
    2. Summer Work Trips: Future work trips will be scheduled after the 4th of July to finish the bridge and cut brush around the Middle Road field.
  7. Other Business

    Andy Abello reported that he had put up a bluebird box in the field and plans to make several more.

    Rupert Neely of the Boothbay Regional Land Trust and Bob Leone will lead a "Rupert's Ramble," a hike in the preserve, on Saturday, June 18, from 10 to noon beginning at the Middle Road Parking Lot.

    Jim Beam's and David Tonry's terms are expiring and it will be necessary for them to fill out and return application forms and be sworn in by the Town Clerk.

    Andy Abello volunteered to help Deb Sondergaard call volunteers for their email addresses, as that might be an easier way to contact them.

    Jim Beam volunteered to take a work party out to clear around the apple trees and will coordinate with Bob Leone on the date
