- OLD BUSINESS:
- Capital Investment Plan: Jo
will ask the Budget Committee to attend, to advise.
- Fire Station: tabled. See New
Business, B, below.
- Dowdy Purchase: no action
until May.
- State Rep. Bruce MacDonald's
LD 3033 follow-through: tabled.
- Assisted Living Complex: tabled.
The topic is on the Planning Board's Thursday agenda.
- Pump Station Grants: Kyle
Coolidge of Woodard and Curran has met with the Wiscasset Sewer
Department. No alterations are expected in the near future.
- Bypass, Selectmen's letter to
MDOT: Jo presented a draft which was approved by vote of the quorum and
will be sent.
- School Consolidation: tabled.
There is a movement in the State legislature to change requirements for
the several towns.
- Broadband Internet: tabled.
The 45-day period for refinement of Midcoast's
proposal has not yet expired.
- Blasting Permit follow-up:
John recommended that the penalty clause needs to be added to the text on
the website. The CEO should ask for evidence of insurance by the
applicant, and will compile information to present to the Selectmen.
- NEW BUSINESS:
- Sewer Insurance: Bruce
Cameron reported from a Maine Rural Water Association conference that in
general, coverage is applied to entire sewer systems, associated
buildings, equipment; the requirement is only for sewer districts. It was
noted that the Town has three years to approve establishing a sewer
district. However, the Town's insurance will not cover a sewer district.
MMA
says that the Town's current Risk Management policy covers everything including
physical damage to the sewer line, since it would result in denial of service
which is subject to legal challenge in court. There is no limit to the amount
of damages in State law for denial of service. Edgecomb is covered up to $250,000
– $500,000, provided we have it inspected
annually, which will be done by Woodard and Curran. The cost of inspection must
be borne by the Town, but it can be paid from the TIF income.
Excluded
from coverage is pollution resulting from damage to the sewer line or
connections. Bruce advised talking to David Soule to find out what this may
mean for the Town. It was asked whether the water and sewer lines appear on
current navigational charts?
- Lallis Property: The question of
the Town's reserving ~6+ acres of this parcel for sale as building lots
should be discussed with the Schmid Committee and the Boothbay Region
Land Trust. Stuart had pointed out in the December 10 meeting that monies
raised by such sales (two 3-acre lots, according to the zoning ordinance)
could be applied to the Wanser purchase for the
new fire station, thus saving, or defraying that expenditure.
- Town Hall repairs: Jo said
the back door, which is frequently found unlocked, needs longer screws
for the lock hardware. She also noted that the clock donated by Ann Zak
should be mounted in the main meeting room.
- Improvements in Accounting
Methodology: Fran Mague should be consulted.
- Harbor Improvements: tabled.
The locations of the several buoys should also be indicated on
navigational charts.
- OTHER BUSINESS: None.

application: As nothing is known against the applicant, the form was
signed and returned.
- Wachovia Securities monthly
statement for the Hammond Fund: $5,850.00 in available funds
