TOWN OF EDGECOMB MINUTES OF THE SELECTMEN'S MEETING
July 9, 2007; 6:00 P.M.

MINUTES of June 25, 2007 were approved as read.

  1. PUBLIC COMMENT:
    1. Public Information meeting in re STM: The warrant will include an LD1 override article, correction of the 2007-2008 Roads budget from 23,000+ to $43,500; $32,500 for improving the end of Cross Point Road; revisions to the Sewer Use Ordinance and the Blasting Ordinance, and $3,000 for markers for Sheepscot River mooring fields. After discussion, it was decided to omit a revised article on the Snow Plowing contract improvements to the end of Cross Point Road.
  1. OLD BUSINESS:
    1. A Sheriff's Deputy for Edgecomb: Sheriff Brackett and Deputy Maker discussed Edgecomb's concerns about speed violations on our roads, particularly the three state-assisted roads. The Sheriff cited incidents over the last three years: 2004, 700; 2005, 676; 2006, 742, most called in by residents. Although the Sheriff expressed willingness to provide a full time or part time deputy, it would be expensive. It would be a union contract, average wage $24.49 per hour including benefits. He cited Bremen, which has voted $20,000 for "directed control" by sheriff's deputies. The department also does harbor enforcement.

John asked if there were regular patrols of Edgecomb. And since there are, is there any way to increase them? The Sheriff's Department serves the 14 towns of Lincoln County's 18 which do not have their own police departments. Patrols are routine but random, 3 deputies per 10-hour shift; each serves 4 shifts, then 3 days off.

Sheriff Brackett explained that he had set up traffic counters on Eddy, McKay and River Roads on Saturday, July 7. It was agreed that these counters should be placed for a period of 5 days to a week, and the results shared with Edgecomb, to learn what periods are high traffic, etc. Sheriff Brackett will report by the August 13 Selectmen's meeting. Chief Deputy Maker said the Department had received $10,000 in grants for enforcement, particularly of the seatbelt law; they had an application outstanding for $5,000 toward speed enforcement, and another grant in the works for OUI enforcement.

No decision on pursuing this matter was made.

    1. Broadband Committee: The Committee requested that they delay their report until they have interviewed and researched other possible vendors.

    4. Utility Committee meeting date: Bob Zak will return July 17.

    11. MMA salary survey: Jo has information on the salaries themselves, but needs more on hours worked, etc.

  1. NEW BUSINESS:
    1. Cable Consortium: Jo said she plans to invite Consortium representatives to a future Selectmen's meeting, after the Broadband Committee has presented its report.
    2. Wachovia in re Wood's End Landing Fund; Susan Gilpatric will come to the July 23 Selectmen's meeting
    3. Jo will be absent July 23.
    4. Sewer Ordinance re-write: Jo presented a new draft of the Sewer Use Ordinance, to be reviewed and included in the STM warrant.
    5. Flagpole concerns: Jo and John reported complaints that the flag was not flown over the Fourth of July holiday. Jo has consulted Pat Oberuch who will prepare an estimate for rigging lighting so that the flag can be flown full-time. Concern was expressed that we have no reliable arrangement for raising and lowering the flag, nor for setting it at half-mast.

  1. WARRANT:

#1, FY2007-2008, from July 2: $41,596.57 for School bills only; #2, the remainder: $215,330.81. It was voted unanimously to accept these two warrants. Final FY 2006-2007 warrants #25 through #29 were signed and filed appropriately.
