TOWN OF EDGECOMB MINUTES OF THE EDGECOMB UTILITY DISTRICT COMMITTEE
November 28, 2006; 6:30 P.M.
Attended: Bruce Cameron, Ralph Lombardi, Joe McSwain, Bob Zak, Frank Perkins, Chair; Steve Levi, Maine Rural Water Association; Chris Cossette, Wiscasset Water District
There was much talk about which way the Town should go, forming a utility district or a system. Option #1 continues to be a municipal sewer system appointed by the Selectmen to run it. It would be up to the Selectmen as to who would have control, the Board or the Selectmen. Option #2 continues to be a municipal sewer system run under a set of ordinances. Option #3 is to set up a utility district, which would need an act of the Legislature and would give the town much more control.
Steve Levi thinks Option #3 would be the way to go, to elect a Board and give them the power to run it. We talked about just going to the Legislature and reserving a spot on the agenda before December 12 and then just concentrate on getting a set of ordinances drawn up for the Town Meeting in May
The Town was also asked to joint he Maine Rural Water Association. Steve Levi agreed to help us with our ordinances as well as form a utility district. If we wish to do so, he said he could pay him so much a month out of sewer fees to pay his fee which will be between $2,500 to $5,000.
We also talked about going to the Selectmen for a budget but decided it would be best to pay for things out of sewer fees. We also learned that Edgecomb's portion of the impact fees must be kept separate for projects.
