TOWN OF EDGECOMB MINUTES OF THE SELECTMEN'S MEETING
September 11, 2006; 5:00 P.M.

MINUTES of September 4, 2006 were approved as read.

At the beginning of the meeting, a moment of silence was held in remembrance of September 11, 2001.

  1. CORRESPONDENCE:
    1. MMA LD 1 Survey, corrected package: Frank will complete and return.
    2. Rural Road Initiative list of projects: work on a 0.17 mile stretch of the River Road will be begun in 2007; Eddy Road repairs were not recommended for a grant; the McKay Road repairs are estimated at $250,000, to include flattening and grading the Route 27 intersection and raising the roadbed at the known flooding spots. Referred to Road Commissioner.
    3. Affordable Housing Conference, Oct. 5th, Samoset Resort in Rockland: referred to Planning Board
  1. OLD BUSINESS:
    1. Warrant for Special Town Meeting: several minor errors in dates found. A new warrant article has been inserted, generated by a Citizens Petition of 79 validated signatures, changing Edgecomb Land Use Ordinance Article 2, Section 2.2 to include not only the 9-acre Lot 7 but also the 30-acre Lot 4.2 within the TIF District area into the Gateway District. The Selectmen voted unanimously to make this change.

      Bob Zak asked, how can the Town's 45% of revenues generated by the TIF be used? Are they restricted to infrastructure within the TIF District only?

      The Fort Road Residents reported progress in their meetings with Roger Bintliff. Bobbie Carleton said that if Mr. Bintliff signs the agreement before September 20, it will be legally binding, although any agreements so reached cannot bind non-participating Fort Road residents or non-voting residents who may be affected.

    2. Cross Point Road: The Selectmen signed off on the letter of commitment for the municipal loan to cover the costs of this major roadwork. The first payment is due November 7. There will be a special Selectmen's meeting following the Special Town Meeting on Sept. 20 for the purpose of signing off on bond counsel concerning the municipal loan.
  2. NEW BUSINESS:
    1. Letter to the Editor: Jo read a proposed letter to the editor protesting the report of recent allegations that the September 4 Selectmen's meeting was illegal. All Selectmen signed the letter which will be e-mailed to the Wiscasset Newspaper and others.
    2. Meeting with Peter Bathgate: Details of the coming winter's snowplow contract are to be discussed at the September 18 Selectmen's meeting. The Road Commissioner will be asked to attend.
  3. OTHER BUSINESS:
    1. Sewer Rates: A Public Hearing is needed to approve the sewer rates proposed in the meeting of September 4. Jo will see to the public notice.
  4. WARRANT:

    #6 = $108,180.45
