MINUTES of December 12, 2005: approved as read.
- CORRESPONDENCE:
- Woodard & Curran weekly rip-rap report: rip-rap is 50% complete; $5,330 over budgeted $42,000.
- Christmas cards: noted

- Maine State Police concealed weapons permit: Nothing known against the applicant, Rodd will complete and return the form

- OLD BUSINESS:
- Meeting with Auditor, Wednesday, Dec. 21, 1:00 p.m.
- Pinkham deed: signed and witnessed by CB above; Rodd will sign when he goes to
notary. Jo will inform Tammy Chubbuck that Ernest's name still appears with Ron's
on this deed; she should go to an attorney if the family wants the name dropped.
- Social service funding requests: Claudia has returned these as not accompanied by petitions. Jo will call Sweetser and Northeast Combat to tell them about correct procedure.
- NEW BUSINESS:
- Meetings of Dec. 26 and Jan. 2: Selectmen voted unanimously to not meet on these two dates, unless there is an emergency. The next Selectmen's meeting will be Monday, Jan. 9, 2006.
- OTHER BUSINESS:
- John Markowski observed that the rip-rap over the inter-tidal water and sewer lines is not being carefully placed, but simply dumped from a 20-foot height. Further, the stones used seem to be rounded, as if river-bottom stones, and very large, not like rough rip-rap stone, uniform in size. He recommended that Woodard and Curran be warned of this, to inspect for pipeline breakage.

Final warrants 4 through 12 were signed and filed.

- Post-Audit Review:
- .....All figures as of June 30, FY 2004--2005
- County Tax: A surplus of $56,655.80 needs to be verified.
- Overlay: A surplus of $9,587.00 appears in Overlay, from which a $3,624.46 deficit in Abatements is to be covered.
- Schmid Preserve: Figures for the Committee's balance forward must be
corrected.
- Town Expenses: The figure to be carried over should be $11,956.11.
- Planning Board Grant: A figure of $1,499.68 appears, although it is believed that the grant has been concluded. The existence of these grant monies must be verified, and if so, the Planning Board directed to spend them appropriately.
- Sheepscot Holding LLC/Edgecomb Development LLC: These funds have been overdrawn by $2,998.12 in payments to consultants, which sum should have been reserved for the Town of Wiscasset's Sewer Impact Fee of $129,200.00. This fee has been paid, but the $2,998.12 had to be taken from the Town's General Fund, and should be repaid to it. It was noticed that a surplus of $1,518. 37 exists in the Sheepscot Holding LLC fund, which, pending verification, can be applied to the above overdraft. This issue is to be discussed with Paul Gibbons in January 2006.
These funds have been deposited in a checking account, but it has been
exhausted. It was debated whether this account should be closed at this time,
to be reopened when new funds are available.
Soon, regular sewer billing by the Town of Wiscasset will begin coming to the
Town of Edgecomb. The Town must shortly determine the amount it will bill the
users.
Monies from the TIF (55% to Edgecomb Development LLC, 45% to Town of Edgecomb)
will not come in until after April 1, 2006, and should be factored into the
2006 tax commitment. It was asked if Edgecomb can use TIF development funds
to pay for legal and/or engineering fees. These TIF funds should go into an
interest-bearing bank account.
- Fire Truck Reserve: The figure $5,886.12 will be carried forward but must appear on a regular expense warrant for Town audit records.
- Local Road Maintenance: Since Edgecomb did not receive road repair funds from FEMA for the recent flood damage, this subset of the Highways and Bridges budget shows a deficit of $1,964.95. An article for the 2006 Town Warrant must be drawn up to appropriate funds to cover this deficit.
- A New School item of $27,856.04 and a School Reserve item of $3,942.75 appear, which, pending verification, are recommended for a 2006 Town Warrant article to request they be carried forward as integral parts of the 2006 School budget. An interest figure of $300.00 should be added to this amount.
- The overall surplus figure from June 30, 2005 is $484,623.30. In view of a probable high increase in the County tax for 2006-7, it was recommended to increase the Town's surplus funds.
- OTHER BUSINESS:
- Boat Landing Committee: The Selectmen voted unanimously to allow the Committee to spend the $1000+ remaining in its Discovery Grant for a survey by Leighton and Associates to identify Weir Point on the Cross River, described in a 1791 document.
