TOWN OF EDGECOMB MINUTES OF THE SELECTMEN'S MEETING
December 12, 2005

MINUTES of November 28 were approved as corrected; those of December 5 were approved as read.

  1. CORRESPONDENCE:
    1. Woodward & Curran weekly rip-rap report: 35% completed; project total 94% completed
    2. Adelphia bankruptcy material: noted and filed
    3. Maine DEP: acknowledgement of receipt and approval of 2005 Land Use Ordinance
    4. Senior Spectrum 2006 funding request for $1,021.00: petition needed; referred to Town Treasurer
    5. Combat 2006 funding request for $150.00: petition needed; referred to Town Treasurer
    6. Miles Health Care's community seminar invitation: noted
    7. Sweetser 2006 funding request for $1,392.00: petition needed; referred to Town Treasurer
    8. New Hope for Women 2006 funding request for $660: petition included; referred to Town Treasurer, for filing with 2006 Town Warrant materials

  1. OLD BUSINESS:
    1. Meeting with Auditor on Wednesday, Dec. 21 at 1:00 p.m.
    2. Pinkham deed: Payment of liens should be confirmed so that the Selectmen may sign a quitclaim deed back to the resident.
    3. Baptist Church and cemetery: Frank has spoken to Tom Peaslee who hopes to see a Baptist congregation there again; Jo has spoken to Rev. Gary Harvey of Chelsea and will invite him to a Selectmen's meeting in early 2006 to determine the status of ownership and responsibility for the church's property and the cemetery. Rev. Harvey is still interested in the church property, possibly to sell. MUUF has expressed interest in it.
  2. NEW BUSINESS:
    1. Lallis Property: Rodd spoke to the IRS who say that the federal lien has not been removed; the amount may be more than the assessed value of the property. Rodd called Rupert Neily of the Boothbay Region Land Trustwho said BRLT's attorney says the title company says "no problem." A call from consultant Jerry Bley, it is still up in the air. The title company's policy should be verified.
    2. Bathgate's request for fixing hole on Nichols Road: This should be done. Jo will ask Road Commissioner to see to it.
  3. OTHER BUSINESS:
    1. Community Housing of Maine vis-a-vis Davis Island: Erin Cooperrider stated that since the deadline for a letter of intent to CBDG has passed, that we have time to discuss the proposal before the next round of grants.

      Jo suggested a warrant article requesting the Town to enable the Selectmen to to pursue such grants, development opportunities, and adjustments to the TIF District.

      Jo had asked MMA Legal about taking property out of a TIF District: Statute Title 30-A, 5226, Section 5: [A TIF District] may be amended or adapted only after [it has gone through all the approval steps necessary to be registered as a legal entity with the State]. Statute Title 5223: At least 25% of the originally designated TIF District area must be continued from start to finish. Land may be taken out of a TIF District for commercial considerations, among other reasons.

      Erin will research 1) whether Bintliff will be still willing to remove 7 ½ acres from the TIF District next year; 2) more information on rent controls for workforce affordable housing; 3) the TIF Document and statute; 4) the CEDG granting process; 5) a school impact study.

      Erin said, regarding the curbcut already in place on Route 1, MDOT will have to be involved if this cut is to be made available to such development.

    2. Edgecomb's Bypass "Team": Amanda Russell said MDOT is afraid of taking the draft Environmental Impact Statement (DEIS) to federal Highway Dept. without Wiscasset. Wiscasset has said No to the N8c route option, prefers the "Big North" route (from Montsweag Farm to NAPA Auto Parts) which would bypass the Town of Wiscasset completely, but would add upward of $20 million more to the project. She distributed copies of the several scenarios which may be presented.

      Jo asked about the status of the deer wintering yard on Clark's Point, and presented maps of archaeological sites on Davis Island.

      Barry Johnston said the Davey Bridge ought to be kept passable for rescue vehicles, or Edgecomb might have to end its connection with the Wiscasset Ambulance Service and depend only on Boothbay Region and CLC services.

      Amanda pointed out that the N8c route would do for Wiscasset and Davis Island what the Damariscotta Bypass is doing for that town and Newcastle: attractive overviews stimulating tourists and others to investigate the two towns.
