TOWN OF EDGECOMB MINUTES OF THE SELECTMEN'S MEETING
December 27, 2004

Attended: Rodd Hopper, Jo Cameron; Tom Hibbert and Jim Hall, Edgecomb Lobster Pound, Deli and Pub; Barry Johnston, Fire Chief

MINUTES of December 20, 2004: approved with amendment.

  1. CORRESPONDENCE:
    1. MMA budget workshop confirmation, Dec. 29: Jo will attend
    2. Christopher Perry address correction: Rodd will make the correction
  1. OLD BUSINESS:
    1. Snow plowing complaints: Several from Englebrekt Road, one from Shadis Road, all relayed to Bathgate and Sons
    2. Review of water/sewer meeting Dec. 20: Rodd reported that Gibbons advises to hold firm on the riprap issue
    3. Correction of the minutes of December 13, New Business, F. Website: #2: should read “It was voted unanimously to pay Stu Smith $260.00 for the website for fiscal 2004-5.” It was voted unanimously to make this correction.
  2. NEW BUSINESS:
    1. Gateway I meeting to sign Memorandum of Understanding, Jan. 17, 5:00 p.m.
    2. Article 27 Committee meeting, Jan. 10, 5:00 p.m.: to confirm intention to purchase land from Scott Tindal for a new Fire Station and town office complex.
    3. A General Assistance matter concerning emergency housing
    4. Edgecomb Lobster Pound/Deli/Pub expressed concerns about tying their water and sewage to the projected service for the Sheepscot River Inn under terms of the recently approved TIF District. Rodd pointed out that it will take considerable time before the pipes are laid and made available for use. The Town must wait for the Inter-Governmental Agreement to be drawn between Edgecomb and Wiscasset. Nothing can be built before this IGA has been signed. Tom Hibbert said their lawyer has advised creating a second TIF of their own; however, it was pointed out, TIF Districts are governmental entities for the express purpose of providing infrastructure. Jim Hall expressed his willingness to provide land of his own to accommodate an additional pumping station. Rodd said, if ELPDP wants to hook up soon, it would have to be at their own expense, some $300,000 estimated cost. Citing the interest of other nearby Davis Island businesses, Hibbert said one complication may be the need to lead hook-up conduits under the surface of Route 1, which will entail many MDOT permits. Messrs. Hibbert and Hall were advised to prepare their plans (financing, engineering, et al.) for presentation in support of a second TIF District at the 2005 Edgecomb Town Meeting.
  3. OTHER BUSINESS:
    1. Work must begin on drafting the 2004-5 Town Report and 2005 Town Warrant.
    2. Chief Johnston reported
      1. A tree down on Shore Road has blacked out the Adelphia cable service there;
      2. One serious accident along Route 27 involving hydroplaning on drifting powder snow, off the road over a large rock;
      3. Another, skidding on Cross Road to hang over the verge separating the roadway from the Post Office parking lot.
