TOWN OF EDGECOMB MINUTES OF THE SELECTMEN'S MEETING
October 18, 2004

Attended: Rodd Hopper, Frank Perkins, Jo Cameron; Sandra Griffin

MINUTES of October 4 accepted as read, October 14 as amended.

  1. CORRESPONDENCE:
    1. Thomas A Berry, trust account check: referred to Tax Collector
    2. Coastal Trans donation form: to be signed
    3. Monson (snow/ice removal supplies): a split order delivery charge of $25 will be added to this year’s consignment of calcium chloride: noted
    4. Tom Boudin, announcing receipt of Discovery Grant for the Boat Access Committee: noted and filed
    5. Adelphia: two protest letters from Newcastle and Nobleboro: noted and filed
  1. OLD BUSINESS:
    1. TIF
      1. Nov. 1 Public Hearing must be arranged around the set-up for the Nov. 2 Election It was agreed that all would help set up the booths and, depending on the size of the meeting, re-arrange seating as needed, or else meet in the downstairs room.
      2. Nov. 4 Special Town Meeting: Ervin Snyder has agreed to preside as Moderator. He will arrive at 6:30 p.m. to be briefed.
      3. Public Information meetings and Public Hearing: lawyers Gibbon and Stumpfel, and engineer Fitch will present the information.
      4. TIF Warrant articles must be received by the Town Clerk by Oct. 25.
      5. Sewer Ordinance: Gibbon has drafted it and will present it to the Planning Board at their Thursday, Oct. 21, meeting.
    2. Bathgate:
      1. Jo has paid half of the first installment, $7,379.28 of the first 4 payments, the withheld half to be put in escrow to be paid out upon satisfactory conclusion of the 2004-5 winter’s operations.
      2. To date, repair of the damage to the Salt Shed last winter has not been made.
    3. Town Hall window: Frank will replace the missing pane and re-grout the entire frame
  2. NEW BUSINESS:
    1. It was agreed that the CEO be granted access to the Town Office computer, as many e-mail messages are for him, but it will require setting up a limited access password for him.
    2. Bob Furman of the Lincoln Survey Company: see Item III B below.
    3. CEO question in re space coverage in building permit fees: Chair, Planning Board, confirms that it pertains to “floor space,” not “footprint.”
    4. Payment for Edgecomb website: At present, no funds remain in the Town’s computer budget. A special request for website funds will be included in the 2005 Town Warrant.
  3. OTHER BUSINESS:
    1. The Town Clerk requested that in future, Town Hall policy should prohibit use of the Hall the night before a general election. It was voted unanimously to accept this rule.
    2. Sandra and Russell Griffin need a letter confirming the status of the discontinued portion of Route 27, Article 29 of the 2001 Town Warrant, passed May 18, 2002. Jo will write and sign a letter to this effect for their use.

  4. The Selectmen’s meeting was suspended at 5:10 p.m. in order to meet with Planning Board and Budget Committee members and personnel associated with the TIF District under discussion [Public Meeting of this date].
