OF EDGECOMB MINUTES OF THE SELECTMEN'S MEETING

CORRESPONDENCE:
a. Notice of audit
review Wednesday, Jan. 29, at 1:00 p.m.: noted, all will attend.
b. Old Eddy School,
notice in January 30 papers of public hearing on Genesis' CDBG grant,
February 3, 4:00 p.m.: noted, all will attend
c. Community Development
Funding Sources Workshop, Jan. 25, 6-8 pm in Wiscasset: notice received
too late for action.
d. Coastal Transportation
petition request for $500: given to Treasurer for the coming Town Warrant.
e. State Department
of Audit questionnaire: to be completed and returned before Jan. 29.
f. O'Donnell and
Associates' bill for 2002 mapping and assessment, $3,000.00: given to
Treasurer.
g. letter from
Joel Bowie, attorney, in re Moulton property: A concerned party was
present to discuss the matter; he was informed that Rodd will seek advice
from the town's lawyer.
h. Adelphia: 2001-2
franchise fees check received, in the amount $1,114.53; given to Treasurer.
i. River Link Project:
The State Planning Office's Land for Maine's Future program informs
us that finalists will be announced in early April. Selectmen expressed
the hope we would learn well before the Town Meeting, since we will
need an article in the Warrant about this, even though monies from any
grants will not come right away.
1. OLD BUSINESS:
a. Engelbrekt Road
mapping: The Town's surveyors have provided maps showing the layout
of properties along this roadway, to enable the proposed road work for
its improvement. Engelbrekt is rated a 3-rod [16 feet] road.
b. Trio's municipal
office software maintenance update received.
c. Newburgh Associates:
Jo will ask Boothbay Harbor and Westport Island town personnel their
opinions of this municipal office software.
2. NEW BUSINESS:
a. Lincoln County
Animal Shelter renewal contract for disposition of animals, $495.00:
given to Treasurer for inclusion in the coming Town Warrant.
b. Claudia Coffin
has been appointed Registrar of Voters for 2003.
c. NCCI 2002 workers'
comp. rating: .82; 18% lower than average; this represents a good rating.
d. CEO: Howard
Smith needs re-certification, but is not available to take the January
examination; the Town is satisfied with Dabney Lewis' performance, and
will retain him in the position pro tem.
e. Preview materials
for the meeting with auditors (Correspondence, a) were distributed for
study and review.
3. OTHER BUSINESS:
a. Budget Committee
meetings with the various Town departments have been scheduled tentatively
thus:
February 10:
O'Donnell and Associates, assessors
February 24: BRRDD representative
March 3: Selectmen, also a snow date for O'Donnell
March 17
March 24
All meetings
will be held at the Town Hall at 5:30 pm, following the selectmen's
meetings.
b. Resident seeking
a renewal of a concealed weapon permit was given the address and phone
number of the Maine State Police in order to apply for this permit.
c. Old Eddy School
Committee: Members of the Edgecomb School Board were informed that,
by State law, the Town of Edgecomb is required to receive a letter from
its School Board, formally releasing managerial responsibility for the
former Eddy School to its Selectmen. The School Board will provide the
Town with this document in timely fashion.
d. Old Eddy School
Committee joint meeting with School Board, Planning Board, and representatives
from Genesis Fund/Elder Care Network: see attached report.

at 7:45 pm (since Town business was conducted after the
Old Eddy School Committee meeting, 5:30 to 7:30 pm)
