SCHOOL DISPOSITION COMMITTEE MINUTES

1. MINUTES of November
18, 2002: accepted with corrections
CORRESPONDENCE:
a. David Soule,
Jr. in re Snyder & Jumper in re Carfizzi: Mr. Snyder has agreed
to take the case and has filed his motion; Soule will share information
with Snyder, at no charge to the Town
b. 2002 Census
of Governments: updated and returned
c. Municipal Leadership
program: noted, to be determined
d. Schmid Committee:
Heidi Gagnon has resigned; a new member must be found.
e. Electrical Safety
Workshop: Bob will attend
f. MDOT draft six-year
transportation improvement plan: to be ordered
2. OLD BUSINESS:
a. Revaluation:
We have asked John O'Donnell and Associates to put Edgecomb on their
calendar; we will meet with him at least twice before the Town Meeting
b. Snow Plow vs.
Mail Boxes: A rank of mailboxes was pushed over on a side road of Mill
Road; Mr. Bathgate will re-set them.
c. Order of Red
Men: A letter and application form for property tax exemption has been
sent.
d. Dabney Lewis
will replace CEO Howard Smith for the months of December, January, and
February, at a rate of $258.33/month. Smith will be back March 8.
e. MMA advice in
re Eddy School disposition: The School Board is the owner of all schools
in the Town and has control of their disposition. Superintendent Eileen
King will introduce this topic at the School Board's meeting Dec. 3.
The selectmen suggest that any money from sale or lease of the property
be used to pay down the debt on the new school. The Eddy School Committee
will ask two realtors to their Dec.16 meeting.
f. Genesis Grant
from MHA: Beth McPherson has a grant enabling the Genesis Fund to look
at the Eddy school building for its feasibility as potential housing.
g. School Board
Memorandum of Agreement to apply the duplicated debt service funds from
last Town Meeting to the 2003-2004 school debt has been signed by the
School Board and returned.
h. Spectrum Resources:
David Soule has sent us the original letter of credit, which is irrevocable,
and expires Nov. 13, 2003. If Spectrum does not provide satisfactory
escrow arrangements or a bond by Nov. 1, 2003, the Town can collect
$22,500 upon this letter of credit to cover any cell tower removal costs.
i. Schmid Preserve
maps: The status of the southeast boundary of the Haselton purchase
is unclear. We will consult with Tom Leighton, town surveyor, about
this. Corrected mylar copies of the several Schmid Preserve maps will
be deposited at the Lincoln County Courthouse, with the Registrar of
Deeds.
j. Mouse house
bats and other vermin: Bob has had Modern Pest Services of Boothbay
Harbor (Damariscotta?) examine the affected areas. They have tendered
a tentative agreement to remove mice at an initial cost of $283 plus
$50 a month thereafter to keep the facility mouse free. Unfortunately,
this agreement does not cover bats. Bob will pursue this matter further.
As bats are a protected species, special handling for them must be devised.
3. NEW BUSINESS:
a. Hammond Trust:
Ervin Snyder advises that the Town should accept this Trust at the next
Town Meeting; this item will appear on the 2003 Town Warrant.
b. Quit Claim Deed:
As this particular deed, enacted in 1987, comes from a law firm not
familiar to the Town, a notary must be found to witness selectmen's
signatures.
c. Lincoln County
Emergency Management form: updated and returned
d. Stuart Smith:
seeks the opportunity to develop customized fiscal database software
for the Town of Edgecomb, using Access and Visual Basic; upon completion,
the Town would own the source code. We will meet with Stuart again to
discuss this further. In the meantime, other fiscal software providers
are being considered.
e. Maureen Hoffman
of SVCA, representing a coalition including DRA, BRLT and the Maine
Heritage Trust, invites the Town of Edgecomb to be a 5th partner in
a plan to connect the Dodge Point Preserve, Schmid Preserve and Lake
Sherman Peninsula Preserve to form a solid conservation area from the
Damariscotta River to the Sheepscot. This is part of a projected effort
to preserve open space in a 58-mile corridor from Sheepscot to Boothbay
Harbor. We have agreed to write a letter supporting this project to
the Lands for Maine's Future program at the Maine State Planning Office.
It must be sent by the first week of December.
f. The Lions' Club
has offered Christmas assistance for qualifying families in Edgecomb;
Claudia will ask the Eddy School to suggest recipients for this aid.
4. OTHER BUSINESS:
a. A query about
the status of a side road (Somes Road?) from the McKay Road has been
brought to our attention. Property along it has been vandalized for
some period of time. We must research this road's status and advise
the complainant so that he can take steps to discourage the vandalism.
Rodd advised him to get in touch with a former property owner on that
road, who has kept good records.
b. A tentative
2003 Town Meeting date has been set for Saturday, May 17.
