TOWN OF EDGECOMB MINUTES OF SELECTMEN'S MEETING
September 30, 2002

Attended: Rodd Hopper, Bob Zak, Jo Cameron

1. MINUTES of Sept. 23 accepted as read.

CORRESPONDENCE:

a. Mercury Waste Day, Oct. 26, Lincoln County Recycling: This event ends a month-long collection of mercury-containing discards by private householders. Bruce Cameron reports the BRRDD seems unaware of this event; Further, Bob reported that the Town Hall's cleaner has had to pay $1 each to dispose of spent fluorescent tubes at BRRDD. Bruce also reports BRRDD must replace/repair a burnt-out backhoe engine (This does not involve further expense for the several towns.)

b. Martha Ricker, Bryant's Pond: letter of thanks for research on Edgecomb cemeteries.

c. MDOT in re new River Road driveway: application has been denied, as sight line is insufficient for traffic conditions. The applicant may appeal this decision.

d. Department of Environmental Protection in re Onorato: samples taken from the soil around an oil tank leak on Town property show no significant contamination.

e. MMA Tax Reform petition packet: Selectmen will circulate these petitions at the November 5 elections, each taking a 3-hour stint.

f. Draft report, Route 27 Corridor Study: circulated for comments

2. OLD BUSINESS:

a. Budget Details: Fran Mague has been given our carryovers. Middle Road work 75% completed; when final cost-out is received, if under budget, $13,000 can be added to the carryover amount.

b. River Road Child Safety: Jo will attend the School Board meeting Oct. 1 to request their presence at a site meeting with David Allen of MDOT to inspect the half-mile section of the River Road under concern.

c. CEI grant meeting: Jo did not attend the meeting, but is making arrangements to meet with CEI to learn how Edgecomb may obtain their community development block grants.

d. Beaver dam at lower end of Cross Point Road: According to Road Commissioner Griffin, the beavers seem to be no longer at that site; the pond has become blocked, and threatens to spill out over the roadbed. It was decided to consult game wardens about the status of the beavers, and to study how to deal with the pond levels, drainage, culvert grate, etc.

e. Erin Cooperrider of the Planning Board will work with Stu Smith on internet ordinances. It was suggested that application forms also be put on-line for people's convenience.

f. Town Hall painting, north wall: Jo has contacted two possible workers to do this job, and has instructed them to call Bob Zak for details.

g. Spectrum Bonding: David Soule, Jr. reports that Spectrum rejects our proposal as inadequate; has nothing to do with the bonding of the cell phone towers in town, that liability lies with the bonding company.. Soule will contact the bonding company to resolve this issue.

h. Salt Shed Inspection: Selectmen will meet Oct. 14 with Road Commissioner Griffin and snowplow contractor Peter Bathgate to inspect the condition of the salt shed and to assess the value of the remaining 100+ yards of salted sand still in the shed from last winter.

3. NEW BUSINESS:

a. Schmid Preserve: parking lot bills will be sent on to the State, to be applied to the grant

b. We are receiving requests by banks, realtors, and like businesses for copies of our tax lists on disk. It was proposed and voted unanimously to set a fee of $50.00 for these disks.

4. OTHER BUSINESS:

a. Committee meeting with regard to the disposition of the old Eddy School. See attachment.

5. WARRANT:

6. EXECUTIVE SESSION, 4:55-5:05: To consider a request for aid in re a recurring problem of septic overflow. This problem presents a health hazard in its surrounding area. Pending a formal letter of complaint from David Taylor, Plumbing Inspector, and

a Town letter to the concerned party, these options were discussed:

a) The Town can fix the problem and put a lien on the property.

b) The bank holding the mortgage can pay the Town for the repair and add the cost to the concerned party's mortgage.

c) Bob has suggested to the party to apply to the State for a Rural Development low interest loan.

7. ADJOURNMENT: Adjourned at 5:05 p.m. to join Eddy School Committee meeting,
