EDGECOMB PLANNING BOARD SITE WALK, SHEEPSCOT RIVER INN AND RESTAURANT PROPERTY

Present: Planning Board members Bruce Cameron, Erin Cooperrider, Amanda Russell and Chairman Stuart Smith; alternates Katharine Braid and Lisa McSwain; Roger Bintliff, Bob Metcalf, and Ryan Thompson (press).

Roger Bintliff (who will be sole owner of the property at the end of the month) took the Board on a tour of the property and explained the development plan as it now stands. The proposed name is Sheepscot Harbor Village and Resort

The building in which the restaurant is located has been divided into four condominiums: the restaurant which takes up roughly half of the building and three commercial or residential townhouse condominiums. These units are included in the condominium documents. The restaurant seats 150 people, has a bar area with space for live entertainment and a small dance floor area. There is an open kitchen which may be used for cooking classes or cooking shows during the winter. There are two dining rooms on the second floor which can be used for banquets or private parties. The other half of the restaurant building is unfinished at this time but will be remodeled into three two-story townhouse units, either commercial or residential, all with water views. The parking lot in front of the townhouses will be landscaped to provide parking for the owners with additional parking across the street

A small section of the recently-installed water and sewer lines from Wiscasset and the concrete anchors can be seen above the water near the restaurant. These will continue to settle and eventually will be covered with sea moss.

A pier will start at the shuffle-board court, extend northerly to the water and then run parallel to the bridge. The DEP and Army Corps of Engineers are involved in the planning which will minimize the impact on the sea grass and the visibility from the bridge.

The lodge currently has 16 dwelling units (with kitchens) and the plan is to remodel the building into ten larger condomium units. These may be hotel condomium units (without kitchens) and may be retained by the Inn as rental units. Some of the units will be one-level and all will have French doors and a patio or balcony facing the water

The Inn will be one condomium unit. There will be on-site property management for the inn and rental units with the front desk in the inn handling maintenance, security and other management functions. Some of the potential owners of units in the lodge or of cottage units will be putting their units in the rental program managed by the developer.

Two of the cottages have been remodeled and the others will be finished in a similar manner. A privacy fence will be erected between units. A 30% increase in size has been marked on the ground, indicating in general how the size of the cottages could be increased. Expansion of the cottages will require Planning Board approval. A slab with footings will be installed under each cottage. The cottages will sell in the $225,000 to $250,000 range. Reservations have already been taken from local people. Purchase and sale agreements will not be signed until the architectural drawings for the cottages are completed and costs of renovations are calculated. Mr. Bintliff hopes to have the exterior of the cottages completed this fall so the winter can be devoted to finishing the interiors.

An additional 16 units will be constructed at the southern end of the property, the exact location depending on what is allowed under the ordinances.

Mr. Bintliff is purchasing the land across Eddy Road from the restaurant and tentatively plans sometime in the future a general store with coffee shop and ice cream parlor and perhaps an indoor/outdoor swimming pool to create a destination resort.
