EDGECOMB PLANNING BOARD MEETING MINUTES
March 17, 2005
The meeting was called to order by Erin Cooperrider, Chair, at 6:35 p.m. Board members present were Bruce Cameron, Erin Cooperrider, Lisa McSwain, and Stuart Smith and alternate Dave Boucher. Amanda Russell and alternate Brian Bolduc were absent.

Amy Bell Segal, a landscape architect with Terrence J. DeWan & Associates, presented plans on behalf of Susan and Conrad Wall for tree removal on their property. The Walls will be submitting an application for Building Permit for a new home at a later date. The plan shows the location of the house, garage and driveway and the tree canopy. Douglas Johnson, an arborist, has assessed the trees on the property and found in the 75-foot buffer zone approximately 40 trees which were dead or severely diseased and which he plans to remove as described in his letter of February 23 to DeWan & Associates. The removal will take place over a period of time. The Walls do not intend to re-plant trees. There was no objection to the plan and no site walk will be required to inspect the trees.
Lisa Brown plans to build a 24' x 36' garage for use as a storage building for her secondhand store on a 1.3-acre lot. The application materials were reviewed and were found to be complete with the exception of a list of abutters and the percentage of lot coverage including the planned construction. A storm-water drainage plan was found to be unnecessary. Bruce Cameron moved, Stuart Smith seconded, to accept the application as complete pending receipt of the lot coverage calculation. The $200 fee was paid. A public hearing was tentatively scheduled for April 21st. In the meantime, Ms. Brown will submit the names and addresses of abutters and the square footage on the buildings no later than April 11.
Katharine Braid, an attorney who moved to Middle Road recently from Canada, expressed an interest in joining the Planning Board and discussed her background with the Board. There may be a vacant alternate seat on the board after Town Meeting.
Dabney Lewis, CEO, pointed out that all mixed-use commercial areas on the zoning map are one color and this should be changed to indicate the individual districts which have differing standards.
Curt Crosby intends to install a second electric meter and asked the Board for a letter to be submitted to CMP verifying that his property is not commercial. He will submit a draft to the Chairman for her signature.
The Board has been notified that Quality Tymes Pub has withdrawn its Site Plan Review application and will be operating a business without making any changes to the building. A letter to the Planning Board has been received from Jacqueline Hall and James Hall to state that Thomas L. Hibbert is no longer representing Quality Tymes Pub, LLC or anything else concerning the Edgecomb Deli, Pub and Lobster Pound or any other issues/property that involve them. Any further questions should be directed to James or Jacqueline Hall.
An attorney with MMA has advised the Board that the best way to combine the ordinances is to assemble a document combining all amended ordinances, fee schedule, and definitions and submit it as one warrant article. The document would stipulate that all previous ordinances were repealed. This would require one warrant article with the language, "Shall an ordinance entitled, ‘Land Use Ordinance of Edgecomb' be adopted?" The secretary will begin work on this document.
The definition of impervious surface was discussed, and it was the consensus that mowed lawns should not be included. The definition of impervious surface to be used is "Any surface which does not absorb rain and includes all buildings, roads, sidewalks, parking areas, and any area paved with bricks, concrete, asphalt or gravel."
Lisa McSwain reported that the Route 27 Corridor Committee had been advised by the State there is no money to do any improvements on Route 27 at this time. About a year and a half ago after several years of work, the committee had, at the State's request, narrowed the list of improvements needed to two or three. The State at that time planned to do a speed survey in order to make a uniform speed limit and a to find a quick fix for the Route 1 and Route 27 intersection; and now plan to do no improvements. Peter McNelis, head of the committee, has written to the State complaining that after all the time and effort the committee put in on this project and the grant money spent for a consultant, the State has failed to do anything.
Lisa McSwain had obtained a list of highways regulated by access rules administered by MDOT for the Board's use.
